But the action would be switched to the Kremlin and the main characters would be Vladmir Putin and secretary Masha Lewinsonova.
Russian newspaper Nezavisimaya Gazeta said composer Vitaly Okorokov was behind the project in the city of Saratov.
Okorokov has already had meetings with representatives of Putin's administration and informed them about his idea, the paper said. However, it did not add how they reacted.
The art council of the Saratov Opera Theatre will consider Okorokov's plans in November.
The authors of the project hope that a call from a state office will not ruin their plans.
If everything goes well, rehearsals will start in January of the year 2003.
