The site had promised to show the naked picture of Williams if one million people visited the web page but the image showed the singer seemingly clutching a fake penis.
Celebrity photographer Grainger Duke from the European press agency Europics said: "The penis has been clearly whited out so that all you can see is the outline of a fake penis.
"All you can say is that what is there now is obviously much bigger than what was underneath as it had to cover it."
The EMI-organised website on www.robbiewilliams.de has had well over one million hits with new visitors still logging on.
Every hit exposed a little bit more of Williams who is pictured dancing like a stripper in the middle of what looks like a hotel room.
